processor speed ie issue

Processor Speed and IE Issue

Hello, For some reason, taks manager seems to believe that my processor is running (on average) above 80%. However, at any given time, the actual cumulative total from the CPU column doesn't come anywhere near the total TM seems to think is being used. Any suggestions? Also, in IE, when I click a link that opens a new window (like the one that opens the window for this page) the page never loads. I just get an hourglass next to my pointer and if I click anywhere in the window, I get the 'Dong' sound. I have to copy the address bar, then paste it in a normal IE window. Any suggestions there?
